I bough a windows 98 from a person in this newsgroup and I didn't receive my software even i paid $6 for the shipping.
Here is his email address and tel # and the email he sent to me.
 
"I'm sorry I can not refund your money before returned my  package from Canada Post.
Because in Canada is not lost any mail. I was send to YOU , if You change mined I will return Your Money back, but I have to get back my mail.

if he can show proof that he did send the package, then he should not be responsible for it.
call canada post if you bought insurance, it will be covered under insurance if the package is lost

Why should it be the seller's responsibility? What if the buyer actually
receives the package but claims that he didn't?

If the seller can prove it was shipped that should be the end of his
responsibility. If the buyer never receives it, they can make an insurance
claim. If the buyer declined insurance, well, that's his problem.

Good luck finding a retailer who ships without tracking and insurance.
