Wrong encoded character in english and cs translations: 7

While maintaining the German translations, I noticed that English often uses "7" (which is the literal letter '7') where it really wanted to use "%" (or "&#x25").
I didn't want to touch the original English translations, so I'm reporting it here

( wonder how it crept in, considering that percent char does not need to be encoded ...)
