Small Web Scraping Project

A friend of mine is looking for a developer to do a small project, and
I think a Rails + Slingshot desktop app might be perfect for it (he's
on Windows).

He needs to scrape some public domain sites that post shipping
manifests (shipper, weight, date, address, etc., could probably be
done with Hpricot), and present a simple search interface for it. It's
a private internal app and just needs to be functional, not stylish.

His budget is small, but this could probably be done in a day or two.
