Tab-delimited import wizard has an option: Import to the current ontology: By using this checkbox, you can choose to import the spreadsheet to the currently selected ontology.
Current ontology is the one you have opened and active in TBC. This will allow you to add data to the existing graph and to resources in the graph. It will try to match info in the spreadsheet with resources in the ontology and allows you to map columns in the spreadsheet with the existing properties in the model.
However, you are asking how to create new properties and associate them with classes. In other words, you need to import schema rather than data. The best approach is probably to use the Excel importer and then run SPARQL queries to transform the information the way you want. It is up to you if you want to create restrictions or domain/range declarations. If this process needs to be repeatable, create SPIN rules that can be re-run.
