Apache Jena Fuseki does not recognise shacl command

Hello, I am following these instructions here:

https://jena.apache.org/documentation/shacl/

But when I try to run the command:

shacl validate --shapes SHAPES.ttl --data DATA.ttl

it does not recognise the shacl command... Any ideas why?
