Hello,

I am working on an eRulemaking platform to develop law in the same way
as open source. The main principles are (1) to allow a separation of
an article if the original owner isn't doing the job that well and (2)
to find the best articles by voting for them. Each article has a forum
and a commenting system. Another principle of the system is that the
(3) rules for the platform are part of the process. Meaning that when
these rules change the platform has to be changed as well (->
iterative process).

Of course it would be possible to use a simple wiki but I think that
for developing a law it still needs a hierarchy where a person is
responsible for one article. This person has to prove itself in the
same way as a politician, if nobody is interested in the way he/she
works then there will be no votes for his/her article.

For now I have set up a homepage where you can see what I want to do.
The "content" is the European constitution since I am a European and
this paper is still in kind of a development (to be honest there is no
real content yet since I haven't implemented any engine).

Maybe you can tell me if you like the idea or give me some hints how
to make it better. Just post them here.

The address of the page is:

http://www.opentution.org

A short description of the process with slides can be found at this
link: http://www.opentution.org/images/Open_e-Rulemaking_Platform.pdf

My next steps are to include a development platform so that the source
code will be open. After that I will use the content management system
Plone to implement the platform.

I have chosen this forum since it is in my point of view the best
place to discuss this kind of things so that we get closer to a real
direct democrazy.

Best regards,
Gerold

And, yes I forgot, the system is integrated with this list, so you can read and post from http://autopoiesis.foi.hr/forum.php?name=TOP+Politics as well.

Best regards

Hi Gerold,

nice to see someone posting to this group again ;-) Your ideas sound
interesting, and remind me of a system I'm working on for my PhD thesis. The
system is available on http://autopoiesis.foi.hr

I'm a bit under pressure at work for this and the following week, so I'l take
a deeper look at your concept as soon as I find a little time.

Best regards,

Hi Markus,

I checked your site and played around a bit to see how it works. In my
point of view the concept is still different. In your case everybody
can change an article like in any wiki. With my concept only one
person/moderator is able to change the content and other people can
only make comments. This is necessary to avoid a war between two
completly different positions. If someone does not like the position
of the moderator then it is possible to start with a copy of the
article. Something like "the best wins".

What I like in your concept is the ranking of the moderators. In that
case it is easier to find out who to trust more as a moderator.

I do not understand the concept with the filters. What is this doing?
I cannot see what is happening when clicking on it.

Regards,
Gerold

Hi Gerold,

the filters are the part that allows one to be a moderator. In particular every
user can be a moderator
or use the moderation of another; and the "best wins" as you say ;-) One can
filter pages, threads,
page versions, users as well as keywords. This is how the "editor war" problem
is solved, through
self-organizing filtering.

I'm sorry for still not looking at your concept, but I'll hopefully do as soon
as possible.

Best regards,

M. Schatten
