A while ago we talked about action and that not just talk where the
goal.
Still we keep arguing..
Could we all stop for a while, and just all of us write shortly in this
thread (NO QOUTING, please!)
what we should do now?

Please just shortly also motivate your proposal.

I start:
1. We should try to define one or two voting systems/democracy
instruments/tools which we beleive should be investigated further.

2. The , hopefully, in concensus choosen internet based design should
be created "quick and dirty" for real tests.

3. In parallell, we should find the ultimate forums system,
collaboration tools and homepage and create that.

I propose that to start with, we should separate the 1 to 3 in separate
threads in order to keep only relevant arguments together with the main
purpose of the task (1 to 3).

My motivation is simply:
I have seen this before, a lot of discussion until people drops off.
Most for pure energy loss, some for being hurt emotionally.
And in the end, no action at all.
This time I want action! The world is wating for us to come out of the
closet..

I mostly agree with you... it seems like not much will appear from this forum :-(
Because the forum is only used, right now anyway, to promote and not to
compare or propose.

My proposal, to recreate something along those lines, a mix of Direct
Democracy and Representative Democracy.

No rank or anything arbitrary, you vote or you delegate your vote on
each issue. Then the result is sorted out using whatever counting method
was constitutionally chosen (or available). Approval voting being the
easiest (and one endorsed by many).

1. Me personaly look for voting systems in a moment we need such.
Because the need is the best motivator to do. If we approach to this
issue with no big need, then lack of motivation will be a bad thing in
a process of letting go some personal concepts that do not have general
aproval.

So, do we in this moment as a group need voting systems? What is an
actual group that needs such and for what excatly? For making
supperinitiative body? What are we going to delegate that body for? I
suppose we need this sort of answers if we wanna go forward in this
way.

2. Again. For what do we need this? What I can notice, we (Tiaktiv)
need communication software based on equality, opennes and
transparency which would be base for decision making processes
including votign systems. In this way, best voting systems will offer
these organisations best progress, making them become politically more
relevant. What is important is that having more people engaged, we can
use concpet of plurality and in that way facts will let people give up
from models that show some lacks in reality.

3. OK. That is part I allways agree :-)

Hello all,

Agree that has been a lots of talking, a good suggestions with a short
status update what each of us plan to do now.

All of us have there own agenda, myself for an example are doing some
small updates on the infrastructure for my project Direct Democracy
Portal to support EJB3 development.

Will also catch up on some of the posts to this group that I want to
answer, will try to
answer http://groups.yahoo.com/group/top-politics/message/268 in a bit
more detail to cover how I plan to setup www.directdemocracyparty.net
once the code actually does something useful..

One thing we could do together is to better define the scope of the
discussion that takes place here, less talking and more code and
documentation updates :)

Maybe some clarification of my thoughts:

1. The idea is to define a general political system ruled by the people
in the best way.
One important task in this new system will be the decisionmaking and
how it will be solved.
So:

2. A good idea I think is to use the decisionssystem choosen in 1. and
use it during the development of the rest of the parts of the new
political system. And also to finish the decisionssystem and make it
fully functional and secure enough.

3. ...is basically the rest of the needed infrastructure.

Hey, this was only in french for a long time! Or did I miss it..

Anyway, much of it seems to the same ideas that we have in AD.
What differences would you like to point out (compared to AD)?
The only major I see is AD:s timedepandant contious vote process but
maybe I missed something.

I don't know what are the exact differences, I think it is just a matter
of proxy delegates in both cases, and in my case too!

Condorcet or other ranking methods is not a requirement, just a
possibility. Again, the simplest would be approval.

away, no cycle or any period due to logistics. Although can be devised
some sort of inertia, particularly the period during which votes and

time.

If this validity is short, say 2 days, then each vote on each issue will
die after some time, you would then obtain a newspaper like slashdot,
but democractic!

MG:- The idea in AD is that issues with small or no interest should and
can be lying for years.
If someone finds it more important than the progress shows, he have to
promote the issue to raise opinion.
This is a sound feature I must say since too many of todays decisions
are made too quickly when it comes to important stuff, like wars,
taxes, education, roads, energy etc.

MG:- Well, but very quick votes can be dangerous due to the risk of
populism. And with such a short validity of the votes, I think that
some voters just wouldn't bother after a while to vote again in the
same issue.
Better then that the vote is valid but that you can change it if you
change your mind after a long time.
In that way most votes will be very well considered and the voters wil
be less stressed.
Most mistakes are made under time pressure.

I cant talk about wishes when agitating. I can not say once, there will
be 100 000 people and we have a great and just mecanism that brings
great and just solutions.

Though, if I say. We use this mechanism and look at us where we are in
this moment, than it is a different story. That is a story me looking
for. Yet, I recently asked Mark if he is interested to create some
model based on pageranking/sd-2 for Tiaktiv, but he was not that
intereseted in that (right?). I suppose he is better in agitation of
the rough concept.

In that time I explained that if we let some procedure be our muster,
not our reason any more, we have to have great trust in that procedure.
If we make it happen, than it is great. But how?

Me personaly will adopt such procedure only in the moment common
methods such as concensus and common reason start lacking because of
the big numbers. Till that moment, me personaly wont support
procedures, especially new ones to take part of my legitimity.

Now, look at this group. In this moment, thanks to the transparency we
can realtively easily notice power and sustainability factors that are
important in possible decisions that are not made by concensus. My
common sense in this moment can keep these numbers.

Involving any procedure, I am letting my common sense and taking
something that I do not have big trust, at least not that bg as trust
in my common sense is.

So, I am not supporter of letting legitimation of my common sense if
there is no great need that is not just in my head. That is actually
the way many other people think, that is the reason procedures by
themselve are actually not the base, but only supportive mechanism for
any political body, such as our parties aand other non profit
organisations are.

I hope I was clear in giving you arguments of why I am not supporter of
virtual mechanism that are not based on reality need.

I totally agree. In fact most issues, and there might be a huge number
of them, will certainly remain at very very low acceptation levels.

No need for them to be purged.

To reduce volume, a given server could refuse the things not originating
from given electoral lists.

This short validity I am speaking about, is a feature that can be used
on some issues, not their totality. It would result in a newspaper or a
magazine depending on the length. On more important concerns there could
still be such a validity period, to make sure things evolve, don't
remain stale, but a much longer period: years, decades, eternity!

Plus it could have the nice added benefit that "unsupported" laws would
just die out. Well, it is a feature *I* would appreciate, but this is
left to your appreciation.

To make sure you don't have mood swings there is the solution of some
sort of _inertia_.

For example all issues which have reached beyond a previously accepted
upon acceptation level during a given time will come into action. I'm
not fan of that inertia, but it is a possibility, one which may well
become a requirement.

I'm rather confident that inertia will be a feature... of the voters ;-)

Anyway, whether inertia or validity periods, I do not think they are
basic requirements. TODO in Version 2! :-)

This is definitely a requirement! Changing one's mind is a feature that
is among the positive differentiations from traditional votes!!!

-M: I am a non-programmer, but I can clarify and/or modify on the
existing SD2 constraints.
I can also suggest ways to fuse SD2 with other systems.

I suggest that we decide upon a voting system, start can be just 50%+1,
in order to be able to make some further decisions.

I have to comment this.

Group decision making scenario is what I find pretty esential in the
moment there are only several of us, needing strong consolidation to
endure issues that are in front of us.

This means working on consensus, removing cons with arguments (there
are no 1000 of us that would make concesus aiming pretty hard thing).
Of course, if some of us find this stuff too heavy, having too many
cons, that could actually mean the group in that status has no
possiblitiy of consolidation which is important issue in political
work, needing separation of initiatives.

Of course, as long as I am advocator of moving forward together, if
other members legitimate 50%+1 model, me personaly will support it as
long as the movement of the group has potenetial in opinion of Tiaktiv.

OK consensus is good and easy to find in a small group.
One way to get it is to vote and to debate pros and cons. The outcome
is often consensus.
But it is not actually needed in all cases. If alternative solutions
can coexist in a competetive way nobody needs to feel over ruled by a
mojority.
In this case there are so many new challenges and possibilities that I
see enough options for everybody involved soo far.
We have here an easier task than the formers of a new party where one
and only one voting rule have to exist for example.
In the case of top-politics we can solve many alternatives by simply
adding them to the options list.

So, voting pro and cons in a way of seeing what ideas have the
strongest base, as we did it in this topic.

When we find several ideas that have strong base, then we start
concensus approaching stuff. Right?

Here is a suggestion, a simple and very basic one: to each post each of
us can reply with one of the following things:
* +1
* 0
* -1

The original author is of course considered as a +1 unless otherwise
stated, and every one can change their mind at any time.

This is used on many mailing lists, Apache among others, and is quite
easy to manage on such a small group as ours. For the time being it
could be useful as a consultative process.


What do you think?

(you can reply with a +1/0/-1 and any comment you wish to do to explain
and/or promote your opinion).

Whatever the result, it is an ad-hoc process, if it is used it is in
place, otherwise it is simply forgotten. It does not require full
participation or to be done on each and every post.

A little bit off topic? Why should anyone have anonimity when working
on the public issues? If he is not ready to say what he thinks in
public due to the any reason, then his opinion is not the worthy to be
acknowledged by others. Right?

Anonymity is an old old debate, is it not useful whenever knowledge
about the participants can be physically used against them?

Personally I consider that our opinions should be public by default, but
one could also hide behind a pseudonym.

Maybe not an issue now but when we are 50 or more. It should be
acceptable for this kind of task.
A anonymous voter will not be able to create a new user in order to
double his votes, this is something else.
Only his particular vote shall be anonymous.
If we want to make anonymous postings it is OK also with a sub user.

I understand that some extremes might use terror against supporters of
the laws they do not like. Yet, if there is no enough societal power to
hande tese extremes, than we are talking about nonempowered political
system based on hypocrycy, not true power ratios.

What I can notice in this process of informatisation of the political
process is that we as promotors of the NPS are promotors of elimination
of the hypcricy.

I understand that in this way we acknowledge extremes as people with
more power than the ones who are affraid, but that is the realitiy. If
the one is ready to die for hs goal and if the other one is not ready
even to claim his belef publicly, it would be dishounest of us if we
noticed these two beings hold the same power, because it is pretty far
from the truth. Far enough that it wont interest me as a political
model.

would, in time, offer such a thing... on the electoral list: let the
electoral list manager authorise pseudonyms for those wanting them.

Simple, efficient, rather open.

The relation between a real identity and a pseudonym can be handled in
different manners, all less secure and more complex than the fully
public system, but still available.

endorsed by publicly-ranked individuals, the proposal could aquire the
rank of the highest ranked person that endorses it. Once endorsed by
public people, it would matter little who originally created the
proposal.

-M: Let people be chicken-shit wussies if they want to be.(In many
places in the world, people SHOULD be scared to voice a controversial
opinion. Also, people may just want to be controversial just to stir
debate, and may not actually support their 'opinion' and/or proposal.)

So I say let people have psudeonyms if they want, and let public-people
endorse the proposals if they choose. A highly articulate public-person
may have the confidence to endorse a controversial opinion, confidence
that most may not have.

-M: There is not need to be accountable with the creation of a
proposal, but the endorsement of a proposal could have accountability.
I imagine that an SD2-based system could have publicly-ranked-people
with *portfolios* of the proposals that they have created, modified,
critiqued and/or endorsed. To gain rank, I imagine that one would want
to have a portfolio of several proposals that are either popular, or
are gaining popularity of the highly ranked.

Same same, but anonymity can also be an important matter when talking
about who supports what.

The problem of the chicken-shit wussies is that they do not represent
any power. People who are delegated by that sort of base actually do
not have true support meaning that ther declarative power is not their
true power which is not good for legitimation of their decision by
minorities that hold the power and that destabilises the system.

In other words, if someone decides to overtorn that system, he will be
in position to do so, as long as that system has no true power within
it. I do not look forward for such a system, I am looking forward for
the system that will replace hypocricy with exact ratios that are
legitimated by default.

afterwards how they vote I agree on that it is unacceptable.
When I talk about the right to be anonymous when delegating to anyone
else, (a person or organization) , voting or debating, I mean citizens
only.

I still think that the main issue is CENTRALITY ALGORITHMS, an issue

Having a psudonym system would allow someone to attack their own
proposal - a Platonic dialog with themselves - this would increase the
versality in which people could communicate controversial proposals.

In Croatia, we have seen extreme right parties to have a pretty much
influence in the politics, considering the fact they only gain around
5%, having contra themselves more than 5%.

So, how is that possible that 5% can have that big influence in
politics? I consider it is the fact that nobody is ready to confront
them openly, so even they do have only 5%, nobody in the governement
structures is ready to confront them either. Base of those who have the
majoritiy is quiet, they have not strong support that would put them in
position to rule over 5% in a manner of just and honour, but in a
manner of power.

Though, let me get to the point. We have TWO options (OK, maybe more,
but this is how I see) in modeling of political system.

First - all people have equal power as default. This is dogmatic, non
truth. I believe I do nto have to explain why this is not true.

Second - all people have power they do have. This is open system
tending towards equilibirum.

What I can notice about these options is that informatization age is
fighting with ideologies, with dogmas and so on. Informatisation age is
putting facts, reality before them. We might not like this process that
is removing many illusions we have, yet, freeing truth is actually the
way of our personal freedoms. Of every single each one of us.

This is what I support.

One more point.

Politics is a menagment of the societal power. If we enter to the
politics in a right manner, then we have some power that we can menage.
This power is the power of the parties we create, power of the public
who support us and so on. But it is the POWER, not mere numbers, that
have no power within themselves.

One more point.

Tiaktiv could be an organisation that gathers about 40 of men. Yet,
what do these numbers mean if these 40 of men do not do anything? That
is the reason I see mere numbers have no too much point to create
systems based only on them.

Its not about ideas by itself, but it can be used as a peer-review
structure by which to evaluate ideas and to evaluate the implimenters
of ideas.
SD2 is about QUALITY, and if people want powerful ideas, SD2 can be

-No. what I mean with rank here is that as in many forums today you
have the possibility to put a rank on a person or his postings.

Same system can be used for ranking proposals to be voted about. On the
other hand puting a vote against a proposal usually means the same
thing.
Maybe it would be meaningful to put a low a rank on a proposal if there
are more than 2 alternatives to vote on.

wants to be vital.

SD2 is just math - it REQUIRES the voting input of participants to
work.(Both of our systems are democratic, it just that the math is
different.
I think that the people can be better represented indirectly(with the
option for direct representation) than directly.)

The legislators have the option to be 'rubber stamps' - approving
everything that passes certain mathematical threasholds.
I personally would feel safe with 70% DD threasholds, but *50%+1* is
too apt to be bought by corrupt institutional influences.
You have expressed similar sentiments, but have not offered a
mathematical solution to the *50%+1* problem.

centralized administration which discourages participatory
democracy(-1).
2. L-RD - Popular vote(-1) to select representitives(+1). Ususally has

3. AD - decentralized administration which encourages participatory
democracy(+1), but still has the drawback of popular voting(-1).
4. SD2-Smartocracy - has participatory democracy both legislatively and

In my country, all documents are written by the reps. themselves,
lobbyists, by regeringskansliet(office of government), riksdagens
utredningstjänst(sort of office by the parliament) or any other
authority such as EU, UN or another state.
These documents are then handled by the rep.s in differnt ways.
What would happen when AD is in the parliament is that the same
documents would be send out to the party.
There would probably be a function responsible for that all info is
made public according TOP to the members of AD.
And after that it is up to all members to react and use the information
to propose actions or delegations (Specific tasks, not voting
delegates).
Already existing voting delegates would have to act as any other member
and propose actions.
And ofcourse to defend them by debating them and other proposals.
