ISO launch pad

I'm helping to find a chunk of land somewhere in or near Washington state for
testing out small (1000lbf or so of thrust) LOX-powered rocket engines by a
very small nonprofit group of academically-affiliated enthusiasts. Among the
hopes:

1) Two- to ten-ish acres of relatively flat unobstructed ground,

2) Able to pour a small concrete pad large enough to place a 20-foot shipping
container on,

3) Several hundred feet from the nearest neighbor (middle of nowhere is
preferable),

4) Loud things happening poses no problem.

Services aren't necessary (power and water would be a mild convenience but are
not mandatory). I figure it's most likely to rent but am not averse to owning.

If you've heard of or have actionable knowledge of such a place, please let me
know!

I've done various flight ops at Moses lake international airport.  I poured a pad there to launch charon, a VTOL flight vehicle that used jet turbines i purchased off eBay. That pad is still there. 

It meets all of your requirements, and they can help with the NOTAM and access control. All folks will need ground ops training and be US citizens.  

It wasn't very expensive 20 years ago.  They don't mind noise, but do care about airspace regs, of course.  They will care about hazmat, fire response, etc.  They may require a flight termination system.
