Individual authors, publishers, booksellers and librarians are encouraged to sign the statement which will be presented at a number of international book sector events throughout the year. The first event will take place at London Book Fair on Thursday 14th March.

With the core purpose of providing access to a wide variety of written works for all, we have come together to support the freedoms to express, publish and read. It is our belief that society needs enlightened citizens who, based on accurate knowledge and information, make choices and participate in democratic progress. Authors, publishers, booksellers and libraries have a role to play in this which should be recognized, valued, and enabled.

True freedom to read means being able to choose from the broadest range of books sharing the widest range of ideas. Unrestrained communication is essential to a free society and a creative culture but carries with it the responsibility to resist hate speech, deliberate falsehoods and distortion of facts. Authors, publishers, booksellers and libraries make an essential contribution to guaranteeing this freedom.

Subject to the limits set by international human rights law and standards, authors must have guaranteed freedom of expression. Through their work we understand our societies, build empathy, overcome our prejudices and reflect on provocative ideas.

For booksellers and librarians to present the broadest range of written works, there must be the freedom to publish. Publishers must be free to publish those works which they believe important, including those that are unorthodox, unpopular, or might even be considered offensive by some in particular groups.

The risk of self-censorship due to social, political or economic pressures remains high, affecting every part of the chain from writer to reader. Society must create the environment for authors, publishers, booksellers and librarians to fulfil their missions freely.

On 25 June 2023, American Booksellers Association, American Library Association, Association of American Publishers and Authors Guild issued a statement whereby they all joined in a re-publishing of a joint statement from 1953 on the Freedom to Read as part of work to resist a wave of book bans in different parts of the USA, originally written by the Association of American Publishers and the American Libraries Association.

Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.

The European and International Booksellers Federation (EIBF) is a non-commercial European and international umbrella organisation representing national booksellers associations and booksellers around the world. Through its member associations, EIBF speaks on behalf of more than 25,000 individual booksellers of all kinds, including brick and mortar and family bookshops, online retailers and book chains.

The International Federation of Library Associations and Institutions (IFLA) is the global voice of libraries, representing the interests of the profession and working to improve services worldwide. It benefits from a strong membership, a vibrant professional community, and close collaboration with partners. IFLA champions the belief that people, communities, and organizations need universal and equitable access to information and endorses the principles of freedom of access to information, ideas, and works of imagination and freedom of expression embodied in Article 19 of the Universal Declaration of Human Rights. To this end, the IFLA Advisory Committee on Freedom of Access to Information and Freedom of Expression (FAIFE) works to promote intellectual freedom and achieve the vital mission of supporting libraries in their role as gateways to knowledge and ideas.

PEN International works to promote the PEN Charter to ensure that people everywhere have the freedom to create literature, to impart information and ideas, to express their views, and to access the views, ideas, and literatures of others. We champion the freedom to write, recognizing the power of literature to transform the world.

In 2021, PEN International celebrated its Centenary. More than hundred years since its foundation, today PEN International is recognised as well as a leading international charity and expert on freedom of expression. -international.org/

Con el fin de que todas las personas tengan acceso a una amplia variedad de obras, nos hemos unido para apoyar la libertad de expresin, publicacin y lectura. Creemos que la sociedad necesita ciudadanos cultos que tomen decisiones y contribuyan al progreso democrtico basndose en informacin y conocimientos precisos. Los autores, editoriales, libreras y bibliotecas tienen un rol fundamental en este sentido, que debe ser reconocido, valorado y propiciado.

La verdadera libertad de lectura consiste en poder elegir entre la mayor variedad posible de libros que compartan la gama ms amplia de ideas. La comunicacin sin restricciones es esencial para una sociedad libre y una cultura creativa, pero implica la responsabilidad de oponerse a los discursos de odio, las mentiras deliberadas y la distorsin de los hechos. Los autores, editoriales, libreras y bibliotecas contribuyen de manera esencial a garantizar esta libertad.

Dentro de los lmites establecidos por las leyes y normas internacionales sobre derechos humanos, los autores deben tener garantizada la libertad de expresin. A travs de sus obras entendemos a las sociedades, desarrollamos la empata, superamos nuestros prejuicios y reflexionamos sobre ideas provocadoras.

Para que los libreros y bibliotecarios puedan ofrecer la mayor variedad posible de obras escritas debe existir la libertad de publicacin. Las editoriales deben tener la libertad de publicar las obras que consideren importantes, incluso aquellas que son poco convencionales, impopulares, o incluso las que puedan resultar ofensivas para ciertos grupos.

El riesgo a la autocensura a causa de presiones sociales, polticas o econmicas sigue siendo alto y afecta cada eslabn de la cadena entre el escritor y el lector. La sociedad debe crear un entorno adecuado para que los autores, editores, libreros y bibliotecarios puedan cumplir con sus funciones en libertad.

انطلاقاً من هدفنا الأساسي المتمثل في إتاحة الوصول إلى مجموعة واسعة من الأعمال المكتوبة للجميع فقد اجتمعنا لدعم حرية التعبير والنشر والقراءة. فنحن نؤمن بأن المجتمع بحاجة إلى مواطنين مستنيرين قادرين على اتخاذ الخيارات والمشاركة في التقدم الديمقراطي استنادًا إلى المعرفة والمعلومات الدقيقة. وللمؤلفين والناشرين وبائعي الكتب والمكتبات دور في هذا المجال ينبغي الاعتراف به وتقديره وتمكينه.

إن حرية القراءة الحقيقية تعني القدرة على الاختيار من بين أوسع نطاق من الكتب التي تشارك أوسع نطاق من الأفكار. إن التواصل غير المقيد ضروري لمجتمع حر وثقافة إبداعية ولكنه يحمل في طياته مسؤولية مقاومة خطاب الكراهية والأكاذيب المتعمدة وتشويه الحقائق. ويساهم المؤلفون والناشرون وبائعو الكتب والمكتبات مساهمة أساسية في ضمان هذه الحرية.

ومع مراعاة الحدود التي يضعها القانون الدولي لحقوق الإنسان والمعايير الدولية لحقوق الإنسان يجب أن تُكفل للمؤلفين حرية التعبير. فمن خلال أعمالهم نفهم مجتمعاتنا ونبني التعاطف ونتغلب على تحيزاتنا ونتأمل في الأفكار الاستفزازية.

ولكي يتمكن بائعو الكتب وأمناء المكتبات من تقديم أوسع نطاق من الأعمال المكتوبة يجب أن تكون هناك حرية النشر. يجب أن يكون الناشرون أحرارًا في نشر تلك الأعمال التي يعتقدون أنها مهمة بما في ذلك الأعمال غير التقليدية أو غير الشعبية أو حتى التي قد يعتبرها البعض في مجموعات معينة مسيئة.

وتقع على عاتق الناشرين وبائعي الكتب وأمناء المكتبات مسؤولية ومهمة الناشرين وأمناء المكتبات من خلال حكمهم المهني إعطاء المعنى الكامل لحرية القراءة من خلال إتاحة وصول الجميع إلى أعمال المؤلفين. لا يصادق الناشرون وأمناء المكتبات وبائعو الكتب بالضرورة على كل عمل يتيحونه. وفي حين أن الناشرين وبائعي الكتب الأفراد يتخذون قراراتهم واختياراتهم التحريرية الخاصة بهم إلا أنه لا ينبغي تقييد الوصول إلى الكتابات على أساس التاريخ الشخصي أو الانتماءات السياسية للمؤلف.

ويبقى خطر الرقابة الذاتية بسبب الضغوطات الاجتماعية أو السياسية أو الاقتصادية كبيراً مما يؤثر على كل جزء من السلسلة من الكاتب إلى القارئ. يجب على المجتمع أن يهيئ البيئة المناسبة للمؤلفين والناشرين وبائعي الكتب وأمناء المكتبات لأداء مهامهم بحرية.
