Seems like there should be a more efficient way than reading through each line of code in a group of files with cat and redirecting the output to a new file. Like a way of just opening two files, removing the EOF marker from the first one, and connecting them - without having to go through all the contents.
You could support partial blocks in mid-file, but that would add considerable complexity, particularly when accessing files non-sequentially: to jump to the 10340th byte, you could no longer jump to the 100th byte of the 11th block, you'd have to check the length of every intervening block.
Given the use of blocks, you can't just join two files, because in general the first file ends in mid-block. Sure, you could have a special case, but only if you want to delete both files when concatenating. That would be a highly specific handling for a rare operation. Such special handling doesn't live on its own, because on a typical filesystem, many file are being accessed at the same time. So if you want to add an optimization, you need to think carefully: what happens if some other process is reading one of the files involved? What happens if someone tries to concatenate A and B while someone is concatenating A and C? And so on. All in all, this rare optimization would be a huge burden.
There are compression utilities that produce multipart archives, such as zipsplit and rar -v. They aren't very unixy, because they compress and pack (assemble multiple files into one) in addition to splitting (and conversely unpack and uncompress in addition to joining). But they are useful in that they verify that you have all the parts, and that the parts are complete.

What's the best way to combine these files to a complete MP4 while keeping all the metadata intact? I did a bunch of google searches, but all the methods I found completely screw all the metadata / additional data streams in the file. I've tested "ReelSteady Joiner" (which just runs ffmpeg in the background), I've tested ffmpeg and udtacopy as suggested on the GoPro Labs page, I've tested various different ffmpeg versions and commands I found through Google.
But no matter what I do, either the TMCD stream or the GPMD stream or both don't get copied properly, or the metadata like location, creation time, timecode, ... gets lost. I'm surprised to see there's no official tool from GoPro that takes these multiple chapter files and merges them together into one while keeping all the metadata intact.
I was hoping to be able to just do cat file1.mp4 file2.mp4 > merged.mp4 but that doesn't work as the additional chapters are independant video files and not just a continuation of the first one. Apparently so that a file corruption doesn't corrupt the whole video (which does make sense).
I'd like a way to combine chapter files where ffprobe will show the exact same metadata, stream setup, etc. for the merged file as it does for the individual chapters (except for video length obviously), and not loose a bunch of metadata. Is this possible somehow?

HJ Split has long been the go-to utility for splitting and merging large files. It's free and it can run as an EXE without the need for an install process, which makes it particularly convenient if you flit between various different systems.

Is there a way, to split per say a one GB file into 50MB increments, send them over to the destination and then combine them? That way even if the file is cut off, I will have some percentage of it saved at the other end.
Breaking up the file into smaller ones, transferring each, is a good idea. However you're working too hard. Internally rsync breaks up files into 64k chunks... kind of. There is a way to make rsync do what you want: add the --inplace flag.
If you use --inplace flag (which implies --partial) you'll get the desired result. Every time a transfer gets interrupted, rsync will leave the files in a state that makes it efficient to continue where it left off the next time you run (the same) rsync.
If you are very paranoid, once all the files have copied successfully do one more pass adding the --checksum (-c) flag. This will do a very slow byte-by-byte re-check instead of using the file's timestamp to know which files can be skipped. Since all the files were copied properly already, it shouldn't find any more work to do. That said, I do this sometimes just to have peace of mind. You don't want to use this flag during the initial runs because it will be very slow and wasteful as it will re-read every block of every file.

Now as I try to "merge clip" with the sync audio and the video in 2 separate clips, it will not. Can you not get a merged clip if the video file is split into two? I'm sure I can nest the two clips, add the audio and merge that clip, but I want to stay away from nests.
Are you trying to save the merged clips onto the camera's memory card? If the card that you're using is 32 GB or smaller, it would always be formatted as FAT32, which cannot handle file sizes larger than 3.99 GB. If you want to merge clips, you must first copy all of the contents of that memory card onto your computer's hard drive or SSD, then work on the copies of those files.
No, I'm referring to when everything is already on the timeline. After audio has been synced with the clips. Here's the workflow: Offload 4k footage. Sync footage with pluraleyes. Import footage into Premiere. Sort footage with sync audio into takes. Merge clip with the takes. However, when you're working with clips that have been split due to file size, you cannot merge clips.
