Carriage bolts for attaching struts

I need 16-20  3/8-16 silicon bronze carriage bolts to attach shaft struts to the hull of my Tollycraft.  I can find fully threaded bolts with no problem, but I can't find any that have an unthreaded shoulder like that shown on the diagram below (the overall length can be longer,  but the shoulder can be longer than 1.2 inches).  I've twice asked Fisheries Supply to check with their supplier, but I never hear back from them. The usual industrial suppliers like McMaster-Carr don't stock these bolts with unthreaded shoulders.  Does anyone know where I might find them?  Thank you.

Try bolt depot.com they might have it
