I applied for the RGUHS eligibility certificate while admission in college but i had a problem in the 'upload documents' section. Instead of uploading 12th marks card, I accidently uploaded 12th certificate. Now I am done with payment and everything else but it is rejecting my form due to that one error and it won't let me download the certificate. It isn't letting me edit the form either to reupload the correct document. I really don't know what to do. I am to submit this certificate in two days. Is there a helpline no. Or mail id that i can reach??
What is shocking is that none of the authorities concerned -- Bangalore University from where the then registrar was sent on deputation to RGUHS as registrar (evaluation) and was facing allegations of tampering with the marks cards, RGUHS, Medical Education Department or even the local police station where the first FIR was filed -- were kept in the loop.
Why was the complaint filed with CID in the name of an official when Medical Education Department (government) was the complainant?
How was a copy of the closure report made available only to the then registrar (evaluation) of RGUHS who was facing charges of tampering with the marks cards?
Why were copies of the B report not sent to the government, Medical Education Department, RGUHS or any of the other departments concerned even three months after it was filed?
In 2013-14, three medical students who were supposed to have failed when the results were declared, had actually passed when the marks cards were issued. This issue was raised even in the Assembly and Council following which the Medical Education Minister handed over the inquiry to CID.
Among those who got the tampered marks cards were children of VIPs. One student was from Rajarajeshwari Medical College while two were from KIMS, Bengaluru. The students lost one academic year as they were asked to take a re-examination.
The government order of disaffiliation was issued in October 2019. The RGUHS stated that during a surprise inspection carried out on March 7, 2018, prima facie it was found that the colleges were found indulging in manufacturing fake marks cards and making them available to the students.

i have a small doubt here, While submitting transcript request form that we get on rguhs website shall we write the address of wes on the request form ?
And, Academic record request form from wes has got some portion on downside of page which has to be filled by university i guess, will university fill that portion ?
1) Do we need to get transcript from our college first, to apply for the final transcripts from the University? or does university need any other documents from the college to get the transcript.
2) Also, do we need to send original transcripts to WES or the photocopy. It was mentioned on the WES website that we should not submit our original documents.
3) Lastly, do we need to get our marksheets and degree certificate attested by the University before sharing it with WES.
1) i meant if u r taking transcripts for any purpose other than WES you will have to pay only 1000 (I am not sure how much they will charge for other international academic credential verification)
2) yes u will have to give the photocopies of your marks sheets and degree certificate to university on which they will attest and sent to WES
RGUHS introduced DVS in May 2015 on a pilot basis. Apart from initial teething problems, the entire process eventually got standardised and was implemented for all the course examinations conducted by the university. There are 680 colleges with about 1.5 lakh students studying various professional courses which comes under the umbrella of RGUHS. Every year, around 12 lakh answer scripts evaluated in a single evaluation, and the number becomes more than double after deviation evaluation (see later). An enormous amount of paperwork and human resources required for a seamless workflow. This workflow includes issuing exam time table, exam fee collection and applications. Besides, the hosting of exam eligibility name list, issuing of hall tickets, selection of faculties for performing several pre-exam and post-exam duties. Responsibilities like the setting of question papers, scanning of answer books, answer script valuation, result processing and declaration are quite time-consuming. The application for re-totalling, photocopies of answer script, generation- printing cum issue of marks cards and certificate is no less than a Herculean task to be carried out in a stipulated timeline.
All answer scripts of undergraduate courses in Medical/Dental/AYUSH/ Physiotherapy/Nursing/Pharmacy/Allied Health Sciences/Yoga and Naturopathy shall be subjected to Digital Valuation as prescribed by RGUHS. The average of the total marks awarded by the two evaluators for the paper, which is rounded off to the nearest value, shall be considered for computation of the results.
a. All the answer scripts where the difference in the award of total marks between two evaluators in the general valuation is 15% or more of the maximum marks prescribed for the paper, shall be referred to a 3 evaluator for evaluation.
b. The average of the best two total marks, awarded by the three evaluators for the paper rounded off to the nearest value, shall be considered for the final computation of the results.
As per the new decision, the RGUHS will go for a single evaluation at the primary level, and all the scripts that have secured less than 50 per cent marks in that particular subject will be sent for a second evaluation automatically. This progressive step will further shorten the time taken to evaluate the paper and shall help in faster result announcement.
(i) All the answer scripts wherein the difference in award of marks between two valuers and four valuers as the case may be in the general valuation is 15% or more of the maximum marks prescribed for the paper, shall be referred to a 3rd or 5th examiner as the case may be for valuation appointed by the Vice-Chancellor chosen from an approved panel.
(iii) The average of marks awarded by the 5th examiner and the other three marks close to it amongst the four general valuation marks shall be considered for the final computation of the results.
At exam section of the University, data related to the student's application, IA, practical and theory marks are downloaded from a designated secured server to EMS (Exam Management System) software already pre-loaded (installed) on the local university server system.
This step is cross-verified to rule out any data entry error by the verifying caseworker. This is done by comparing the entered marks with the original IA marks sheets and Practical marks sheets (hard copies) submitted by the college (via post/courier).
Laced with the above-uploaded data, the EMS is now ready to be fed with the theory marks obtained from the valuation centres (again this data is uploaded by valuation centres on the university server).
At this stage, the EMS awaits any pending deviation evaluation marks. Upon receipt of deviation evaluation marks, a command is given to EMS to process the entire uploaded data to compute the final results.
The revised marks list is forwarded to the exam section' of the university. Here the concerned caseworker (computer operator) enters the updated revised marks and process the revised results. Upon completion, revised marks cum result is hosted on the Official website via EMS after receiving approval from the Vice-Chancellor and Registrar (Evaluation).
It directed the University to re-conduct practical/clinical exams in respect of the petitioners, in terms of Regulation 13 of the Graduate Medical Education Regulations, 1997, notified by the Medical Council of India. It rejected the contention of the University that there is no need for every examiner to assign individual marks in the column and said,
The petitioners contended that in terms of Regulation 13(2) of the Graduate Medical Education Regulations, 1997, four examiners must independently award marks and use their independent judgment and discretion to evaluate the students .
It was also submitted that Petitioners were very well conversant with the Rules and the methodology that would be adopted by the University and cannot selectively question the process of conducting examinations only in respect of practical exams on the ground that examiners have not independently assessed and assigned marks.
World Education Services (WES) requires annual mark sheets/statement of marks issued and attested by the institution that conducted the examinations. The mark sheets/statements of marks must be sent directly to WES by the institution in a sealed envelope that is signed or stamped across the back flap by the appropriate authentication officer. WES will not accept Transcripts sent by colleges, students themselves, third party agents, or anyone else.
EMS Result 2023: Rajiv Gandhi University of Health Sciences (RGUHS) releases the semester results online for different subjects. RGUHS exam results are announced at EMS (Examination Management System) result portal. Recently, the officials declared the RGUHS B.Sc Nursing June/ July supplementary result online. Candidates can check their marks at EMS result portal: gnanasangama.karnataka.gov.in/rguresult and rguhs.ac.in. They have to use their registration number and other details to check their RGUHS EMS result.
