21-202. Traffic lights with steady indication.
(a) In general.- (1) Except for special pedestrian signals that carry a legend, where traffic is controlled by traffic control signals that show different colored lights or colored lighted arrows, whether successively one at a time or in combination, only the colors green, red, and yellow may be used. (2) These lights apply to drivers and pedestrians as provided in this section. (b) Green indication.- Vehicular traffic facing a circular green signal may proceed straight through or, unless a sign at the place prohibits the turn, turn right or left. (c) Yielding right-of-way to vehicles or pedestrians within intersections or crosswalks.- Vehicular traffic described under subsection (b) of this section, including any vehicle turning right or left, shall yield the right-of-way to any other vehicle and any pedestrian lawfully within the intersection or an adjacent crosswalk when the signal is shown. (d) Entering intersection on green arrow.- Vehicular traffic facing a green arrow signal, whether shown alone or with another indication, cautiously may enter the intersection, but only to make the movement indicated by the arrow or to make another movement permitted by other indications shown at the same time. (e) Yielding right-of-way to certain pedestrians and other traffic.- Vehicular traffic described under subsection (d) of this section shall yield the right-of-way to any pedestrian or bicycle lawfully within an adjacent crosswalk and to any other traffic lawfully using the intersection. (f) When pedestrians may cross roadways.- Unless otherwise directed by a pedestrian control signal as provided in 21-203 of this subtitle, a pedestrian facing any green signal, unless the green signal is only a turn arrow, may cross the roadway, within any marked or unmarked crosswalk, in the direction of the green signal. (g) Steady yellow indication.- (1) Vehicular traffic facing a steady yellow signal is warned that the related green movement is ending or that a red signal, which will prohibit vehicular traffic from entering the intersection, will be shown immediately after the yellow signal. (2) Unless otherwise directed by a pedestrian control signal as provided in 21-203 of this subtitle, a pedestrian facing a steady yellow signal is warned that there is not enough time to cross the roadway before a red signal is shown, and a pedestrian may not then start to cross the roadway. (h) Steady red indication - In general.- (1) Vehicular traffic facing a steady circular red signal alone: (i) Shall stop at the near side of the intersection: 1. At a clearly marked stop line; 2. If there is no clearly marked stop line, before entering any crosswalk; or 3. If there is no crosswalk, before entering the intersection; and (ii) Except as provided in subsections (i), (j), and (k) of this section, shall remain stopped until a signal to proceed is shown. (2) Vehicular traffic facing a steady red arrow signal: (i) May not enter the intersection to make the movement indicated by the arrow; (ii) Unless entering the intersection to make a movement permitted by another signal, shall stop at the near side of the intersection: 1. At a clearly marked stop line; 2. If there is no clearly marked stop line, before entering any crosswalk; or 3. If there is no crosswalk, before entering the intersection; and (iii) Except as provided in subsections (i), (j), and (k) of this section, shall remain stopped until a signal permitting the movement is shown. (i) Steady red indication - Entering intersection for right turn or for left turn from one-way street onto one-way street.- Unless a sign prohibiting a turn is in place, vehicular traffic facing a steady red signal, after stopping as required by subsection (h) of this section, cautiously may enter the intersection and make: (1) A right turn; or (2) A left turn from a one-way street onto a one-way street. (j) Steady red indication - Entering intersection to make turn indicated by sign.- If a sign permitting any other turn is in place, vehicular traffic facing a steady red signal, after stopping as required by subsection (h) of this section, cautiously may enter the intersection and make the turn indicated by the sign. (k) Steady red indication - Yielding right-of-way to certain pedestrians.- In each instance, vehicular traffic described in subsections (i) and (j) of this section shall yield the right-of-way to any pedestrian or bicycle lawfully within an adjacent crosswalk and to any vehicle in the intersection or approaching on another roadway so closely as to constitute an immediate hazard. (l) Steady red indication - Pedestrians prohibited from entering roadway.- Unless otherwise directed by a pedestrian control signal as provided in 21-203 of this subtitle, pedestrians facing a steady red signal alone may not enter the roadway. (m) Applicability of section.- Except for those provisions of this section that by their very nature cannot apply, this section applies to a traffic control signal placed at a location other than an intersection. Each stop required by the signal shall be made at a sign or marking on the pavement indicating where the stop shall be made or, if there is no sign or marking, at the signal.

No driver shall use or permit the use of any flame-producing emergency signal for protecting any commercial motor vehicle transporting Division 1.1, Division 1.2, or Division 1.3 explosives; any cargo tank motor vehicle used for the transportation of any Class 3 or Division 2.1, whether loaded or empty; or any commercial motor vehicle using compressed gas as a motor fuel. In lieu thereof, emergency reflective triangles, red electric lanterns, or red emergency reflectors shall be used, the placement of which shall be in the same manner as prescribed in 392.22(b).

21-206. Interference with traffic control devices or railroad signs and signals.
(a) Alteration or interference.- A person without lawful authority may not willfully alter, or interfere with the operation of, any traffic control device or any railroad sign or signal, including any inscription, shield, or insignia on it. (b) Defacing.- A person without lawful authority may not willfully deface any traffic control device or any railroad sign or signal, including any inscription, shield, or insignia on it. (c) Injuring.- A person without lawful authority may not willfully injure any traffic control device or any railroad sign or signal, including any inscription, shield, or insignia on it. (d) Knocking down.- A person without lawful authority may not willfully knock down any traffic control device or any railroad sign or signal, including any inscription, shield, or insignia on it. (e) Changing directions.- A person without lawful authority may not willfully change the direction of any traffic control device or any railroad sign or signal, including any inscription, shield, or insignia on it. (f) Twisting.- A person without lawful authority may not willfully twist any traffic control device or any railroad sign or signal, including any inscription, shield, or insignia on it. (g) Removing any part of it.- A person without lawful authority may not willfully remove any part of any traffic control device or any railroad sign or signal, including any inscription, shield, or insignia on it. (h) Possession or use of device to alter or interfere with operation of signal prohibited.- A person without lawful authority may not possess, with an intent to use, any device capable of transmitting an infrared, electronic, or other signal to a traffic control device or a railroad sign or signal for the purpose of altering or otherwise interfering with the operation of the traffic control device or a railroad sign or signal.

Subsection 203 governs the rules for pedestrian crosswalk signals at intersections. This section of the code often becomes a key issue in pedestrian accident cases in which a defense of contributory negligence is being raised.

Take a walk down its mean streets and one gets the essence of Mumbai; pause a while at one of its Traffic Signal and one gets the essence of life. In a day scores of people go past multitudes of Traffic Signal's scattered all over the city. People sitting in their vehicles impatiently wait to get going. Though this waiting lasts but a few minutes it feels like a lifetime to them.

However unknown to them there thrives an industry that derives its livelihood from these people waiting at the Traffic Signals. The work force of this industry is not less than that of an average sized multinational. It comprises of a gamut of people thrown in together by fate or hunger. There are oddities to the likes of eunuchs, handicapped and impaired beggars, lepers, street kids, drug addicts, and prostitutes, vendors selling flowers, fruits, sunscreens to sunglasses.

Yet it doesn't end there. There is an intriguing world lurking behind all the poverty seen at these traffic signals. Each signal is said to have a manager who collects a certain percentage of the day's revenue from each of those working at the signal. The pecking order broadens further and each manager is supposed to hand over his weekly collection to the person who is in charge of the region that covers a dozen or more signals. The ladder is raised in its hierarchy and the collector of each region deposits the money with the local Mafioso, (a local king pin) who then ensures that it reaches offshore to his master.

Traffic Signal is a story of one such signal, which is representative of all other signals around the city. Silsila a young orphan, who was born and who took his first tiny step at the signal is now its manager. For him the Signal is his workplace and a home where he lived. He's a sensitive soul with a heart of gold who considers the people like his family. He loves all those working at the signal, which in a way is his family but would spare nobody when it comes to business. He has a mentor, named Jaffar, who also is the collector of his region. Both he and Jaffar work for the local Mafioso, Haji and would even lay down their lives for him. Inherent in the social structure, lies a nexus between the local Mafia and Politicians, though at that level Silsila is almost nonexistent. Yet by a force of circumstance Silsila gets drawn into the bigger game and finds himself to be responsible for the annihilation of his own world, something to which he's dedicated his life. His deeds are irreversible and he would most certainly not be able to get things back to normal.

What would Silsila do in such a situation? Someone who had never hurt anybody in his lifetime. A person with a heart of gold who was left to fend for himself and the future of those who'd been devastated because of him. Silsila being a practical person knows that he can never take on Haji who is too powerful and way beyond him. Yet no matter what and how he has to get his life and the lives of his family at the Traffic Signal back on track how he gets around to do it is the summing up of the film Traffic Signal.
