First draft of HIL TRD

Here’s a first draft. I lost some steam at the end, and need to explain the issues with blocking APIs a little better. I should also check/test the code, etc. It proposes 9 rules.

Based on my experience ramping up on Tock, I think this doc is great! I like that is clearly explains the rationale behind the rules, as that was never clear from looking at the code itself.
