I know it is very easy to Modify the Game... I want to ask: Can we mod
the Game translate it completle in German and Publish it as a Mod on a
own Website?

I believe this is possible but could be quite difficult. All of the text should be found in .ini or .txt files scattered throughout the folder structure. There are also a lot of images with text placed directly within them so you would have to replace those as well. If you do take up this task let us know as it would be great to see Toblo in multiple languages!
