Hmm... your physical setup looks good (as far as I can see).  But please make sure you are getting 5v into the chip.  Try the code here: http://effluviaofascatteredmind.blogspot.com/2009/02/arduino-and-m5451-control-35-leds.html.  While the sketch is running, put a meter on the "clock" and "data" lines, you should see something in between 0 and 5v because the nano is toggling the lines.  Also, I'd recommend installing a few of the LEDs backwards -- just in case what you think is correct is actually incorrect!

M5451 pin1 -> ground
M5451 pin19 -> 1k resistor -> 5v
M5451 pin20 -> 5v
M5451 pin21 -> Arduino pin2
M5451 pin22 -> Arduino pin3

We are tryed to turn on pin 17, 16 and 14. But still unsucssesfully.
If you are can to provide us simple code to turn on few pins, your help will be appreciated!!
