DHCP SERVER GIVES NO IP

I tried to install a network with an computer running winme and a notebook
running win95. But the notebook gives the error: "DHCP server was unable to
obtain an ip network adress from a DHCP server. and when i run "winipcfg" no
ip adress is shown either.
