I'm assuming that you mean Ubuntu 14.04 (14.04.5?). It is a bit strange choice
because this version of Ubuntu is not (actively) supported any more. Could you
consider to use Ubuntu 16.04 or even Ubuntu 18.04? There is official way to
upgrade the Ubuntu from one LTS version to another.

You may check the version using
https://packages.ubuntu.com site, but as
Ubuntu 14 is not supported any more (neither 14.04 nor 14.10) I don't know
simple way to figure out what version is available for Ubuntu 14

I'm don't get how version of tar is related to tmux version. You might face
troubles if you decide compile new tmux on your own in Ubuntu 14 because the
build tools may be a bit old ones. If you have option I would suggest to
install new version of Ubuntu (18.04 if you prefer LTS or 19.04 or 19.10 if
you an experienced enough user).
