Does anyone out there read Japanese and could review README.ja to see if it is still up to date? It was written in 2018.
Or is this file still needed - is translation software now good enough that Japanese speakers could just use it to translate the English README?
We don't have any other documentation in non-English languages so I'm not sure we gain much by having README.

I'm just going to remove it and if anyone thinks it is worth having and would like to write and maintain it (or any other languages) please open a PR.
