Populate a menu from a file

Hi,
I have an expect wrapper around SSH that I use, among other things, to populate a text file of commands I have run against the destination system.
Can someone please get me started on how to use that file of commands (one per line) to populate a TMUX pop-up menu; which I can then select from to re-run that command?

You'll just need to use the file to construct the arguments to "tmux display-menu"
