How do I send Ctrl+Tab and Ctrl+Shift+Tab through tmux to inner terminal

I made windows terminal send the escape sequences "\u001b[9;5u" and "\u001b[9;6u" for C-Tab/C-S-Tab. It works fine, but when I use tmux it won't pass through

What should do I do to make this work?

tab/c-tab /c-s-tab without tmux:

Try: set -g extended-keys always
