So I have a slow connection

How can I tell what is causing my internet connection to be so slow?

I mean which part is slowing the thing down?

my pc?
my office network?
streamyx?
underground/submarine cable
the site I am accessing (yahoo, amazon, etc.)

Any software that can identify where the bottleneck is?

Go to tv3.com.my, save the page somewhere on your hard disk. Open the
copy on your hard disk in your web browser (just use Windows Explorer,
and double click on the file you saved). If this is slow, then the
problem is your computer.

That last one is hosted by tmnet.

I got 430kbps (down) / 292kbps (up) from the first test. It will vary
quite a bit each time you run it, but don't worry about that. Use it as
a "ball park" figure. I usually get about 200-400kbps.

Copy a file from another computer on your office. Time how long it
takes (in seconds). File size / time = KBps, multiply that with 8 and
you will get kbps. Normally this figure is many many times bigger than
your Internet speed. For example, I copied a 3867KB file in 7 seconds =
4420kbps, way more than the 430kbps above. (Note: look for something
that will take >5 sec, as it's hard to time if too short).

Don't worry about this, not our problem. The ISP will sort this out.
What's important to us is the end-to-end speed (how long it takes to
download a file from youtube), and whether the problem affects one
person (us), or all streamyx customers.

Just try to load other sites as well. You might get various results, eg
(1) all websites are slow to load (2) only foreign websites are slow,
Malaysian ones are fast.
