Joe,
Your transparency and honesty in public is commendable. In marketing in developing "Indochina" (you know they still teach that concept in school there) S. E. Asia, I coined the term "inside to inside, outside to inside and then inside to outside" it rings true here today.
If I cannot do on the inside (what Christians would term, soften the heart) what need be done. There is no way we can go -- all "in country", inside to outside. Therefor PR, as it were, is extremely premature. The public part here is scary.
The money. If these fine gentlemen (I do not mean to exclude women -- all of you speak up) will not pony up to hire folks or include folks with expertise in areas that they lack and are essential for any organism to grow there will never be sustained growth.

I see your point. We need to find a way to explain WHY this matters to the individual internet user. Would your female friend in DC be interested in helping us?
Hugh - I would be very careful in referring anyone to these clowns. Forewarned is forearmed. I must prepare a who's who at the HEX.
I do however appreciate you making them accountable. I absolutly agree - if you can't communicate it - time to move on.
