Installing Ulpian Release on Ubunte Machine

Have downloaded the Ulpian Release to an Ubuntu Machine from

https://github.com/tlaplus/tlaplus/releases/

How do I install the thing ?

What have you tried to do and how has it not worked? For this kind of tech support people are usually willing to put in as much effort to help you as they see you putting in to making it work :)
