Is p=> p' a legal TLA+ formula?

When I read the TLA1 and INV1 rules, I was confused 
P is a predicate, then P' is an action,an action cannot occur in this form

If P is a state predicate then P => P’ is an action formula (but not a temporal formula). As such, it may occur as a hypothesis of proof rules such as INV1, even if their conclusion is a temporal formula.
