Youcan also use Krita, a free raster art program like FireAlpaca but with actual dedicated and stable animation support. (It even supports sound tracks!) You can find tutorials online on how to get started using it, I actually plan on starting out with it today. You can't do things like motion tweening with it I think, but that's not too important.
An even simpler program would be TupiTube, which is pretty straightforward, but I think it's vector-based. Not sure if that matters to you. Honestly this was advertised to me as "flipnote for pc" but I found it kind of confusing the navigate. And it has no proper sound support yet which is really important to me.
And if you want the lowest of the low (in terms of how simple and easy it is to grasp) there's Flipnote Studio 3D for the Nintendo 3DS family. Its predecessor, Flipnote Studio for DSi, was really big during 2008-2013. If you don't actually have a 3DS or 2DS then you can just ignore this, but I've done all of my animation in it and it's really simple to grasp. You may have even seen stuff made in it, especially by Kekeflipnote, who does most of his stuff in Flipnote DSi/3DS and a bit in TVPaint for pc (but that's a paid program, which is why I didn't suggest it.)
And as for actual animation tips, you should work in this order (or something like it): Keyframes, then inbetweens, then lines, then coloring, then shading and extra stuff. Keyframes are the key moments, inbetweens are the motions that connect them, and lines are you know, not sketches. I suggest starting at something like 12fps. It's half the speed of the industry standard but it's also kind of like a golden speed for people who aren't amazing at it. It's fast enough that you can make stuff look kinda natural but slow enough that you don't end up drawing the same thing 70 times in a row with slight differences.
for 3d Blender it's free, easy and has the most tutorials on YT
for 2d for free opentoonz(created by the studio ghibli) is the closest thing to flash and harmony you will get while still being open source and free, their is also pencil 2d but it's very minimal the versatility and tools on display

opentoonz is like photoshop, very overwhelming at first but a powerful tool if you master it
the downside is that it has a small tutorial base compared to flash so be prepared to try things out on your own and experiment =P

Unless OP has 200 bucks to drop on CSP, that's probably not a good idea. There are frame limits on the cheaper versions of CSP and at 12fps a 30 second animation is approximately 350 frames, and at 24 fps that would be 700.
Yes, but I'm clearing this up since you're not the only one who suggested in, and if they didn't know about the animation feature then they definitely wouldn't know that there's a frame limit unless you have CSP EX.
If you have photoshop, it has an animation tool. It's not super but it can get you through 30 seconds well enough.
I do everything frame by frame though because I'm insane and masochistic. Like, I prefer using paper and a lightbox. If you want tools to smooth it out then you might want something more geared to animation.
I notice no one has mention it, but I would suggest Unity too actually. Is free (for non-comercial work, which this is). It has a built in 2D function and though is mostly known to create games, you can also create animations on it, know you mention something simple and Unity is a bit more complex.

Layers- the 2 colors is replaced with layers, you can hide them, swtchs them or even only copy one and not the other. If you want to you can erase one layer or move it and not the other. Hold "L" to use the merge funtion to combine 2 layers
Select, copy, paste, and resize - the new added page to advanced tools! Select an area buy drawing around it. Copy or cut the area in the tool menu, pase with too menu. Blow on the mic to fill in a selected area with the current paint brush. Flip or resize your page with this tool kit.
You know how when you click on a flipnote on the flipnote hatena site and on the bottom of the page it says back? .................well right next to it it says description click on that and on the bottom of that page it says save. Click that button and it might ask you if you want to confirm or something like that just click the most positive answer then once your done with that go off hatena and go to your studio and click view flipnote and there you go.

With Flipnote Studio you can do a lot of things, but that doesn't mean you have to! You can use this free application simply as a handy electronic notepad.
