The Revitalising Rainfed Agriculture Network (RRA Network) is a growing network of over 60 civil society organisations, research institutions, policy makers, donor agencies and individuals advocating for a differentiated policy and support system for rainfed agriculture inIndia.

Rainfed India has been left out of mainstream development in agriculture due to the government's emphasis on generating food surplus from intensively irrigated areas to meet food security needs of the nation. The RRA Network aims to evolve appropriate policies rooted in the realities of rainfed areas. It advocates for increased and appropriate public investments to strengthen rainfed agriculture.

 

The RRA Network of Malkangiri emerged within a wider process of consultations and exchanges amongst the civil society organisations and the district administration as a part of the National RRA Network process. This has evolved over a period of last three year working with district collectors, department officials, NGOs, CBOs, Panchayats and farmers.

The National RRA Network is a network of civil society organisations, researchers, development practitioners, bankers, officials and others across multiple disciplines and geographies. Institutions like MANAGAE and CRIDA are providing guidance and strategic framework to network’s work.

The network in working in 7 states and 9 locations with district and state administration towards evolving differentiated, location specific policies and enhanced pubic investments for agriculture in rainfed areas; it is a pursuit of evolving a relevant paradigm for public investments rooted in the realities of rainfed areas as against blanket extension of ‘national-agriculture policies’ by generating proof of concepts while working in field on various themes. 

The RRA Network is backed up by Re-Searching Rainfed Agriculture – a research group at ISB (Indian school of Business) networking various agriculture, social and economic research institutions across the country. The secretariat of Network is located in Delhi. (www.rainfedindia.org)

The RRA-Network of Malkangiri is NOT a closed membership based network but is a process of engagement of various stakeholders in Malkangiri to promote collaboration and partnerships in the development process of the district. It intends to bring in integration of various mainstream programs to make them effective and efficient, and to get the community in control over such public investment decisions and development processes. Parivarttan based in Malkangiri hosts the Secretariat of the RRA-Malkangiri Network and anchors the network process where it has 5 more organizations working in the field to generate evidences on various themes

In last three years it has worked in 4 blocks in 20 Panchayats on soils, water, seeds, livestock, fisheries, millets, vegetables, NTFP and institutions. And a special program on fisheries in collaboration with Integrated Tribal Development Agency (ITDA) and Fisheries Department, ‘Ama Macha Chasa’ is working in 50 Panchayats of all 7 blocks of District.

Since its inception in 2010, RRA Network-Malkangiri has been closely working with the District administration to converge various programs into improving the agriculture, livestock and fish production systems.

 

Roles & Responsibity:

a)      Support institution and business development activities for and with the tribal farmers in the district.

b)      Credit and Market linkage.

Mobilize small credit support for the farmers from the respective government departments and provide revolving fund from the programme for taking up small scale business.

c)      Liaison with line department

One of the components of the programme is to leverage funds from various government departments. To make proposals basing on the fund availability in the respective departments

d)      Preparation proposal for new programme/projects

e)      Reporting to national secretariat(RRA Network)

The national secretariat is based out of New Delhi. Should make sure the secretariat is updated once in every quarter of the programme being carried out.

f)       Conduct monthly review meeting for the partner NGOs and 10 to 15days field visits in a month

RRA Malkangiri Secretariat has a network of NGOs within the national network. There are six partner NGOs in the Network who basically implementing agencies at the field level. One of the major roles is to closely monitor them and review their progress every month.

 

REQUIRED QUALIFICATIONS, SKILLS & EXPRIENCES:

·         Post Graduate degree (M.A in Social Sciences) from a recognized Indian university or institution.

·         Characteristics of honesty, open-mindedness, dedication, and strong commitment towards work.

·         Passion for advocating for the wellbeing of marginalized peoples and ecologies

·         Proficiency in reading, writing, and speaking in English, also oriya, hindi and Bengali speaking preferable

·         Able to write project proposals.

·         Willing to travel to the project area frequently and spend more time in the field.

·         2 to 5 years of experience in rural livelihood sector.  

 

REMUNERATION

Gross Salary will be Rs 30,000 and could be negotiated up to Rs 35,000 based on the experience.
