notification 500 for non-existent user

We have new users paying, the tweet works, but we get a 500 notifying Tipjoy:

what should we expect here? Ideally we'd get a transaction and not
care if/when the acct was created, or it would be auto-created.

We should probably create a Tipjoy account for them if it doesn't
already exist. There would already be one if they follow @tipjoy.

Once we chance the sign in screen to include a "sign in with twitter"
option, I'll update this endpoint to create accounts without
credentials.

The same issue comes up when we follow the whole twitter stream for
cases of payments from people who haven't been to Tipjoy. We'll
probably just create the account if they are using the p syntax.

There are some details that I only thought of after emailing.

We notify people via DM of account creation when they sign up via
OAuth or following @tipjoy. That includes a temporary password.

Despite being able to sign in with twitter, passwords are still used
to change passwords and request a cash out.

We'll need to figure out how to get those users to set a tipjoy
password without being able to DM or email them.

The best solution requiring no work from me is to just make them
follow @tipjoy before doing a notify.
