Among those nabbed was an employee of a software company tasked with setting the question papers, said authorities. While he hailed from Pune, the two other accused are residents of Buldhana district.

"After that question paper was printed, the owner of the company kept it in his possession despite the clear instructions against doing so. He has been charged with the breach of trust," the minister said.

Earlier in the day, a Pune cyber police official had said that they had nabbed three people, including an employee of a software company appointed for setting the question papers, from the Vishrantwadi area on Saturday night after a tip-off that some people were trying to leak question papers of the exams to be held for various posts, including engineer and assistant law consultant.

"As per primary information, when the three were caught, the software firm employee, hailing from Pune, was going in a car while digitally carrying copies of the question papers along with the two other accused who were in touch with various people in the state," he said, adding that the two other accused are residents of Buldhana district.

Speaking on the decision to cancel the examination scheduled on Sunday, the minister said MHADA had received information that the paper might be leaked. "Subsequently, the police took action and arrested the suspects. MHADA then decided to cancel the exams before the paper is leaked". Awhad said he had a kind of inkling that something was amiss about the exam.

"I had warned authorities concerned three days ago to cancel the exam if they find any irregularities. Some gangs who leak question papers are currently active in Maharashtra. They need to be identified and exposed," he said.

"MHADA and the police have jointly started the process. Hence the exam was canceled before the paper could be leaked. If the decision had been taken to cancel the exam after the paper leaked it would have been a disgrace. Moreover, it would have been unfair to sincere aspirants preparing for the exams. The government and the police worked together to unearth the racket and prevent the influential ones from getting jobs in MHADA," he said. Awhad said the aggressive stance to cancel the exams was taken out of love for aspirants.

Many papers have been published in the area of deteriorating systems, with the typical method used to model deterioration based on the concept of imperfect maintenance. A good discussion on the subject of imperfect maintenance can be found in Pham and Wang (1996). In addition, Wang and Pham (1999) presented an interesting method, and proposed that after an imperfect repair, the operating time of the system decreased as the number of repairs increased. The idea to treat certain deterioration in the operating conditions was extended by Lam (2007), who proposed that the operating times after a repair decreased, while the consecutive repair times after failure increased. We found another approach for modeling deteriorating systems in the work of Dehayem et al. (2011), who described a model in which the operating time of the production system followed a decreasing function given by the age of the machine, while the repair time consisted of an increasing function with the number of failures. As it can be seen from the previous models, it was assumed that deterioration had an effect on the availability of the production system, and that it was used as indicator of the level of deterioration either the age of the machine or the number of failures. Nevertheless, in these models the degrading process was not linked with the parts quality. This observation in turn raised the question of whether it is possible to relate the deterioration phenomenon with the quality yield of the production system. Typically, an efficient alternative for determining the optimal control policies of stochastic manufacturing systems has been the use of simulation optimization approaches.

The remainder of the paper was structured as follows. After an overview of the literature in section 1, the control problem statement is detailed in section 2. Numerical methods are applied to characterize the structure of the obtained control policy in section 3. Finally, concluding remarks that illustrate new insights into this topic are given in section 4.
