Approach of 2.6 Beta

We are almost to a point where certain kinds of changes to 2.6 should
not be made. We have a little over a month until 2.6 should enter Beta.
Firan is running 2.6.0.14 (with a fix that makes it essentially
2.6.0.15). Shangrila will probably switch to 2.6.0.15 on Friday -- this
could be pushed back, but I want at least two weeks between Shangrila
running 2.6 and the first Beta to help catch anything that may have
been missed.

We can still make help and readme changes. Crashing fixes are still
allowed. But, as soon as Shangrila switches, we should no longer allow
major changes, optimizations, or new features into the trunk for the
2.6 release unless the pain of not doing so is really high.

Basically, we need to stop making changes for 2.6. You can still make
large changes in the leaf branches, but they won't be promoted up until
2.7 starts.
