If you are an individual or other non-federal entity interested in applying, applications for specialty crop projects must be submitted to the appropriate state department of agriculture to be considered for funding. To learn how to apply for SCBGP funding in your state, contact your SCBGP state department of agriculture contact. A listing of the most recent state requests for proposals is below.

The purpose of the Specialty Crop Block Grant Program (SCBGP) is to enhance the competitiveness of specialty crops. Specialty crops are defined as fruits, vegetables, tree nuts, dried fruits, horticulture, and nursery crops (including floriculture).

The agency, commission, or department responsible for agriculture within any of the 50 States, the District of Columbia, the Commonwealth of Puerto Rico, Guam, American Samoa, the U.S. Virgin Islands, and the Commonwealth of the Northern Mariana Islands is eligible to apply directly to the U.S. Department of Agriculture for grant funds. Organizations or individuals interested in the SCBGP should contact their state department of agriculture for more information.

To help users better understand crop and livestock insurance, USDA provides critical policy and reinsurance agreement information and details the insurance cycle from the application process to the claims process.

The Federal Crop Insurance Act (Act) (7 U.S.C. 1505 Management of Corporation), established the composition of the Board of Directors to manage the Federal Crop Insurance Corporation (FCIC) subject to the general supervision of the Secretary of Agriculture.

The Board delegates to the manager of the FCIC (RMA Administrator) certain authorities and powers. The Board approves any new policy, plan of insurance or major modification to an existing plan or other materials under procedures established by the Board.

The Code of Federal Regulations (CFR), Title 7-Agriculture, Subtitle B-Regulations of the Department of Agriculture, Chapter IV- Federal Crop Insurance Corporation that refer to the general administrative regulations of the FCIC are codified in 7 CFR 400. Regulations that pertain to private sector plans of insurance submissions are published in Subpart V, 7 CFR 400.700-722.

The corporation takes actions necessary to improve the actuarial soundness of Federal multiperil crop insurance coverage, and apply the system to all insured producers in a fair and consistent manner.

The Missouri Department of Agriculture (MDA) is now accepting applications for anticipated funding through the 2024 U.S. Department of Agriculture Agricultural Marketing Service Specialty Crop Block Grant Program (SCBGP).

All SCBGP awards are subject to the most recent USDA SCBGP Terms and Conditions of Award. All costs must be allowable in accordance with the federal cost principles outlined in 2 CFR part 200 Subpart E.

MDA will accept applications from individuals, individual producers, non-profit and for-project businesses, public and private colleges and universities, agencies, institutions, industry and community-based organizations or commercial entities only if the project focus benefits the entire specialty crop industry. Applications are accepted on a competitive basis, and scored and ranked by an internal and/or external review panel. Applicants must be a legal entity and have the legal capacity to contract with MDA.

Grant funds will not be awarded for projects that solely provide a profit to a single organization, institution or individual. Projects must impact and produce measurable outcomes for the specialty crop industry with strong information dissemination and outreach components providing results to benefit others rather than a single organization, institution or individual.

The Department will consider grant awards up to a maximum of $50,000 for a specific project with a two-year grant period and a limit of $15,000 total for personnel and fringe benefits. Funded projects are eligible to receive grant funds on a quarterly reimbursement schedule. No advance payments will be made.

MDA awarded nine projects with more than $327,000 in federal funding to educate consumers and producers about Missouri specialty crops throughout the state, enhance research to improve soil-borne vegetable diseases, evaluate potential new industries, create new strategies to boost fruit quality in berry production, provide food safety training, and improve youth knowledge for purchase and consumption of specialty crops.

On December 21, 2004, the Specialty Crops Competitiveness Act of 2004 (7 U.S.C. 1621 note) authorized the U.S. Department of Agriculture (USDA) to provide grants to state departments of agriculture solely to enhance the competitiveness of specialty crops.

The Food, Conservation, and Energy Act of 2008 (Farm Bill) amended the Specialty Crops Competiveness Act of 2004 and authorized the USDA to provide grants to states for each of the fiscal years 2008 through 2012 to enhance the competitiveness of specialty crops.

The Agricultural Commissioner is required by State law to annually compile and report crop and livestock statistics, as well as pest exclusion, management, and eradication activities to the Board of Supervisors and the Secretary of the California Department of Food and Agriculture. The Sonoma County Department of Agriculture/Weights & Measures staff has compiled the annual Crop Report every year since 1928.

Specialty crops are defined by this federally supported program as fruits and vegetables, dried fruit, tree nuts, and nursery crops including floriculture such as Christmas Trees, cut flowers, honey, hops, and turf grass production. Examples of enhancing the market competitiveness of specialty crops include, but are not limited to: Research, promotion, marketing, nutrition, trade enhancement, food safety, food security, plant health programs, education, "buy local" programs, increased consumption, increased innovation, improved efficiency and reduced costs of distribution systems, environmental concerns and conservation, product development, and developing cooperatives. DEM anticipates that approximately $270,000 will be awarded to projects enhancing the competitiveness of Rhode Island specialty crops. A maximum grant award does not exist and neither DEM nor the SCBGP requires a cost sharing or matching requirement.

The intent of the Specialty Crop Research Initiative (SCRI) is to promote collaboration, open communication, the exchange of information, and the development of resources that accelerate application of scientific discovery and technology to solving needs of the various specialty crop industries. SCRI will give priority to projects that are multistate, multi-institutional, or trans-disciplinary, and include explicit mechanisms to communicate results to producers and the public.

SCRI-funded projects are characterized by integration of research and Extension activities and strong evidence of stakeholder involvement in project development. Applicants to SCRI are strongly encouraged to propose a unique approach to solving problems facing the specialty crop industry using a systems approach.

A systems approach is any process of estimating or inferring how local policies, actions, or changes influence the state of the neighboring universe. It is a framework that is based on the belief that the component parts of a system can best be understood in the context of relationships with each other and with other systems, rather than in isolation. The only way to fully understand why a problem or element occurs and persists is to understand the part in relation to the whole.

The SCRI offers the following three project types. These project types are described in more detail in the RFA. Applicants should decide which project type is best suited to the objectives of their research and extension project and develop a budget that fits the objectives.

The SCRI application review is now a two-stage process. First, NIFA publishes a call for pre-applications, typically in September or October. Applicants submit a Stakeholder Relevance Statement, estimated budget request, letters of support, and other supporting documents. Those packets undergo a review by members of the specialty crop industry. To the degree possible, crop types are grouped and considered by industry representatives familiar with that crop.

Following the relevance review, an invitation to submit a full project proposal is sent to those applicants recommended by the relevance review panels. Generally, this is roughly 50% of applicants. Along with the invitation, a targeted call for proposals with information and directions for full applications is included. Typically, 4 to 6 weeks is allowed for submission of full proposals. After the closing date, a full scientific merit review, which follows the same procedures as other scientific merit reviews at NIFA, is conducted. The final ranking of proposals incorporates results from both the relevance and the scientific merit reviews.
