How to remove "No file chosen" on Chrome browse button

Chrome has this aggravating message.  So does Firefox.  But Explorer does not.  How can I either write over the "No file chosen" or eliminate it?  The language I'm using to build my web sites is php if that  helps.  

The point is that once a file is uploaded with the browse button, my clients are able to run reports on the data.  But this "No file chosen" message has confused folks into thinking the button didn't upload the file they just selected.  So they upload multiple times.
