I just acquired a Dell XPS 13 9350 with a fresh windows install which works perfectly fine aside from this issue. I have tried a number of things to fix this. I have searched through every device in my hardware manager and searched for the phone under whichever name it might be with no result. I have also installed drivers specific to my device and had no progress on that front either. I installed samsung kies and the device was not recognized there either. The phone is perfectly able to charge from the computer and I know for a fact that the cable that I am using is able to transfer data since on my previous machine (ubuntu), it connected with no issue. I plugged my device into a friends windows machine after having tried out these solutions and it was recognized properly with no issue. The device is a samsung galaxy J7 with developer mode enabled, MTP enabled, usb debugging enabled. My USB ports are able to read data from a thumb drive. Any ideas for what could possibly be the issue here?
Once reinstalled, disconnect the phone off USB. Switch USB debugging back on in your phone settings, and reconnect the phone back - you'll see windows load another set of drivers for your phone. Wait until it is completed. (This step is a precautionative measure to ensure your phone is identified with all the necessary drivers)
