App will not re-open; unable to re-download it from App store

After again downloading the app from the App store and using it, then closing it, I cannot re-open it from the dock or the Applications folder. Nor am I able to download it again from the App store, which offers only the option to open it, which I cannot do. Suggestions?

I hope you’re aware that your questions pertain to any Mac app purchased from the app store, and are not necessary unique to TimeSlice.  If the App Store only gives an option to Open the app, what happens when you click the Open button?
