This sounds pretty cool.  I've heard about it before:

Interested in a $27,000 scholarship to study abroad?

Rotary Clubs of the Portland Metropolitan, Southwest Washington, Oregon Coast, Greater Salem, Columbia Gorge and Eastern Oregon areas are seeking applicants for a $27,000 international scholarship. The Ambassadorial Scholarship is to further international understanding and friendly relations among people of different countries and geographical areas. It sponsors academic year scholarships for undergraduate and postgraduate students as well as for qualified professionals pursuing vocational programs to study internationally. I decided to message them for further details! =)

The other three opportunities you've listed last night sound rewarding too, although the Trans Justice Fellowship listing is out of the question for me due to the traveling requirements, and the Curriculum Director listing requires a Master's degree. The only one that I'm reasonably qualified for on basis of requirement is the Citizen Outreach Director one. =/
