The wiki on Github only has instructions for how to run the Windows server in user mode, not in the vastly more useful (and likely to be used in production) service mode.

Where do I set the settings for the server (such as password, whitelists, certs, etc) on Windows in service mode?

There's two apps in the start menu.

  • Start > TigerVNC 64-bit > Configure VNC Server
  • Start > TigerVNC 64-bit > Configure VNC Service

I wrote the Wiki instructions to get myself up an running as a new user of TigerVNC. Feel free to edit and improve the instructions.

I will try! Also thank you.

Are the service settings able to be made portable between computers?

The service settings are stored in the registry at HKEY_LOCAL_MACHINE\SOFTWARE\TigerVNC\WinVNC4.  You can export the registry settings from one computer and import them on another.
