TigerVNC on Windows vs Linux

I have a new laptop with dual-boot running Windows 11 and Fedora 44 (KDE).  When running on Linux and connecting to a server with TigerVNC, resizing the window causes the remote to also resize.  Connecting to the same server on Windows, the remote screen size is whatever was set when I connected on Linux.  Resizing the window results in a black box around the remote screen (if I make it larger) or crops the remote (if I make it smaller).

Is this difference expected behavior?  Something controllable by a setting? A bug?
