VNC process deadlocked

Hi Team

We are not able to connect Linux machine through VNC, no response is receiving. But even unable to kill the process manually, it is giving the below error. Please help out on this issue.

[oracle@<home-name> ~]$ vncserver -kill :1
Killing Xvnc process ID 2209
Xvnc seems to be deadlocked. Kill the process manually and then re-run
/usr/bin/vncserver -kill :1
to clean up the socket files.
======================================
Even the process is not getting killed with kill -9 <process-id>, still showing as running

NOTE: VMs are provisioned on OCI market place.
            VNC is working when rebooting the VM, every time rebooting the VMs are not proper solution.
