No scrollbars

I'm using TigerVnc client 1.9.0 and the Tigervnc server.
For soem strange reason I get no scrollbars even when the window is larger than the display. If I go to full screen and back , they momentarily appear and then vanish. this makes using VNc on the laptop impossible.
No auto scroll either

Scroll bars are not visible in full screen. Instead you can move the
cursor to the end of the screen and it will start panning the view.

This is a behaviour that's been around since the RealVNC code, and I'm
not sure it's the most user friendly. We've been thinking about having
scroll bars even in full screen. No change as of yet though...

No, unfortunately I don't get scroll bars or panning .I have seen panning before but I don't get it.
I found that turning off the auto resize does re-enable the scroll bars.
command line
vncserver -RemoteResize=0

If you are getting scroll bars then you can't be in full screen. At
least not with our code. So perhaps there is something else going on.

Have you checked that the vncviewer window isn't outside your local monitor?

Likewise, have you checked that the remote session is indeed larger?
Perhaps the remote windows are just outside the remote desktop? You can
use the "xrandr" tool in a terminal to see the size of the session.

Correct , to get scroll bars with the auto resize turned off I have to come out of full screen mode.
I don't get auto scroll no matter whay I do and I just tried on another computer , same thing.
I have a huge monitor that I normally use so the size is large there but when I disconnect and view on the laptop I get the small window which is useless as I can see the parts outside the window.
I tried xrandr and made the size small but that doesn't help as it just shows a small peephole of the desktop with no scroll or scrollbars !!

It appears that if I start the vncviewer on the large external screen with the option  -RemoteResize=0 
then scrollbars show up - only if NOT in Full Screen . I never get autoscrolling.
However if I tart the viewer on the laptop - same command - I don't get scrollbars , ever.
I tried this on two decent laptops , a Dell and a Lenovo , same result , however strangely my microsoft Surface Pro4  gets the scrollbar as mentioned above even when starting the vncviewer directly on the notebook - with RemoveResize OFF . If this is ON then bringing the window out of full screen  shows the scrollbar for a brief moment , then they go away.

I'm afraid this is not a VNC issue then. It is showing you the entire
screen. It is just not enough screen for your applications. It is the
same as if you would log in locally with a very tiny monitor.

There isn't very much we can do about this. You would need to get a
better window manager in your session that can handle applications that
move outside the screen.

By window manager you mean the X-windows environment ?  We are using xfce4. I tried to change to gnome by changing the xstartup file but then I got no menus.
Let me investigate some more
