Can't use panning when in window mode of the viewer.

Hi, recently I started using tigervnc viewer on my windows 10 machine. I connect to ubunt 22.04 machine which uses tightvnc server. I started this combination because I can do copy-paste between ubuntu and windows 10 when I use Korean text on ubuntu. (other viewers don't allow this).
Now in full screen mode, it's ok. But when I set the viewer in window mode, I can't see the part of the screen (which is 7680x2160) that are out of the view port (one monitor). I use two 4K monitors so in full screen mode I can see the whole 7680x2160 screen. But some times I want the ubuntu screen in a window and I want to pan inside the window. I read someone saying if I put the mouse at the edge of the window, the screen scroll menu appears but it doesn't in my case. I'm using tigervnc version 1.16.2.
Please anyone give me a hint how to solve this problem.
