I'm afraid we don't have a good setup for that. We don't have any
central service in TigerVNC handling such multiplexing of users to the
correct session.
The closest thing we have at the moment is running Xvnc in inetd mode.
Your local display manager (e.g. GDM or LightDM) will then handle the
authentication and session creation.
Note that inetd mode doesn't allow disconnected sessions. So the session
will be killed once the user disconnects, and they'll get a new session
the next time they connect.
Unfortunately, I cannot find a good tutorial for this. There is some
