Unable to build tigervnc on ubuntu

When i try to build the tigervnc source im getting the following error
CMake Error at CMakeLists.txt:267 (message):
Could not find PAM development files
Could not find PAM development files
Even if i install the pam library, i get the same error. Can someone please help me out
