For TigerVNC, you'll need to configure individual VNC servers for each
user. Please see the vncserver HOWTO to get started.
TigerVNC can use PAM for authentication, though, as long as the Plain
security type is used. The development version also makes it easier to
make sure only the appropriate user can connect:
