On my Fedora 37 system I have tigervnc 1.13.0-4 which requires fltk 1.3.8-3 (and so does octave 1.13.0-4).

Fltk 1.3.8 is frozen and no longer being developed. Is tigernvc staying with that version or eventually migrating to fltk 1.4?

Eventually, yes, but not until Fltk 1.4 is released as the stable version. Additionally, few (if any) of the distros that we currently provide binary packages for offer Fltk 1.4 as a package.
