Dependency Missing

I installed both Tidy Plates and Tidy Plates: Threat Plates. My Add-on
manager (before you choose a character, but after login on a realm)
tells me that the Dependency is missing for Threat Plates.

The AddOns folder has both, but WoW is not seeing the core. Any ideas
what is wrong, and what I can do to resolve it?

TidyPlates_ThreatPlates

I have a great many other addons in the same folder, and they are 100%
fine. I am sure it is something simple, but for the life of me, I
cannot figure it out tonight.

Perhaps the user incorrectly installed Tidy Plates. I haven't changed
my ToC in a while.
