Polish doc: Using Excise & Add doc: translink Macro

The Using Excise tiddler that was merged in Gihub Pull request #2533 needs some polishing.

Also within that is mentioned the translink Macro - that has no documentation.

To be done:

1. Polish Using Excise tiddler
2. Create tanslink Macro documentation tiddler
3. Add link to the WidgetMessage: tm-edit-text-operation tiddler
