As to your question...

twFile is an ancient addon for TiddlyWiki Classic.  It used jQuery-based code to provide file I/O function API to load, save, or copy a file from the local file systems (file://).  The current version of TiddlyWiki (TiddlyWiki5) does not use jQuery in any way. In addition, to provide basic file I/O primitives, twFile relied upon activeX "FileSystemObject" (for InternetExplorer), XUL libraries (for Firefox), and the TiddlySaver.jar applet (for Opera and Webkit-based browsers such as Chrome and Safari). None of these technologies (activeX, XUL, and java applets) are present in modern browsers.

In short, twFile is thoroughly and completely obsolete.

Furthermore, all modern browsers have restricted or eliminated support for programmatic access to the local file system, as it presents a significant security "hole" that can make systems vulnerable to web-based exploits.  There are some solutions for providing limited access to the local file system that still allow TiddlyWiki to save changes to itself, but these are severely limited and often require browser-specific addons or external applications.

Perhaps if you explain what you are trying to accomplish we might be able to provide some useful guidance.
