SoundCite plugin: Why two save-and-reloads?

I have a question regarding my SoundCite plugin [1], as I'm still quite
a novice at TiddlyWiki. The plugin needs tobibeer's script macro [1] to
include external JS. But when I distribute the macro within the
SoundCite plugin tiddler, two (instead of one) save-and-reload cycles
are needed for the plugin to work. If the macro is dragged seperately,
only one cycle is needed.

If anyone has an idea what is going on here and what can be done to
resolve this, I'd be happy to hear – the relevant files are attached to
this post.

Understood. WHY, I don't know. You need someone more technically  equipped than me to answer that.
BUT, what I DO know is that some plugins/addons need TWO refresh cycles to begin to work properly. 
Usually that seems related to some "remote dependence" the plugin invokes. 
A case in point is the Official Twitter plugin. In practice I don't think the impact is negative on end-users.

Just my naive thoughts!
