How does the "Thread Navigation" work? When you scroll down the tiddler at the top synchronize with its name in the thread navigation!

That site isn't a tiddlywiki. That could probably be added to a wiki using javascript but that site uses jquery.

An important thing to note here is that the way the website you linked to uses the dom to keep the state, that doesn't work well in tiddlywiki so directly copying what that website does won't work.

That doesn't work in current TW because the system doesnt know which tiddler you're looking at (which is not the same as "current tiddler"). However @FelixKuppers TiddlyMap has a special plugin called HotZone which I believe does this and which could probably be used for what you're looking for.
