What operating system are you using, and how is the HTA running?
When I tried it under Windows vsn 7, I get a standard security warning asking me if I'm sure I want to run the code. Then it runs it in a separate window by itself, that appears to be using the Microsoft HTML Application host (not the browser I usually use). The editor bar seems to work fine. I don't know if this is normal, but it was able to save without any special plugins.
When I disable the editor toolbar, it's ok.

For people who don't know hta, search 'hta' in tiddlywiki.com.
I think it's the best way to use TW in an unknow PC without install third part.
